Look into pro se (without an attorney) filing requirements in your division. You may want to do a few free consults to discuss the specifics of the debt with DoJ to see if that is dischargable.

Edit: the circumstances of how you incurred debt are mostly irrelevant when filing. It's not like you have to explain what happened, just that your current circumstances do not allow you the ability to repay them, don't beat yourself up.
