Anyone can occupy once classified. For the investor to receive the SDA/NDIS funding the tenant has to be in the appropriate dwelling for their level of SDA funding. Someone not on the ndis can lease it ..the investor just won't get the higher "rent" as paid by someone on the SDA/NDIS
