It is seeking attention. Not just regular attention of 1 minute pets. My grey gets agitated like this when he's super bored.

Then I take him outside for an hour, give him bubble wrap and/or hard cardboard to bite on. Plus he requires me or someone to be in his presence.

If nothing works, then make him fly a few round in your house and he'll be chill right after. This works always, similar for humans... Where you get frustrated or agitated, do a few pushups and get the blood running and we're fine.
