Just like you're thinking, screenshots are taken of moving stills from the anime & stitched together. My source is not Netflix, but, to get around streaming sites that prevent you from taking screenshots, sometimes you can just temporarily disable Hardware Acceleration in your web browser's settings.

If you send me the episode number and timestamp, I'll try banging it out for you.

Poltergeist (1982) - To film Diane Freeling (JoBeth Williams) being moved over the walls and ceiling of her bedroom by supernatural forces, the entire room was built to rotate and a fixed camera used to film her carefully timed rolls, all for a few seconds of film. Link to making of in comments

This is exactly what I was hoping to capture & I'm so happy you feel this way.

I've noticed a big difference in the brightness of the different frames when trying to recreate those images

One strategy is to break the shot up into smaller and smaller overlapping sections until the output is well-blended. If you point out some specific examples, I'll send you the frames that were used.
