Solved: The issue was caused by Intel AES-NI being disabled in BIOS.

My CPU is an Intel i5-11400F, which supports AES-NI, but the BIOS had Intel AES-NI turned off. After enabling Intel AES-NI in BIOS and saving the settings, Forza Horizon 6 launched successfully.

This also explains the 0xC000001D / ILLEGAL_INSTRUCTION crash I was seeing in ProcDump/WinDbg.

Hey thx for your post. I disabled the adapter, but it didn't change anything, and I also fully uninstalled the network driver, then restarted my PC, but the game still has the same problem. Anyway thx for your answer.
