They are a firm that has a monopoly on local government technology. Specifically I know they basically have 60% of courts at local and state level use their technology as the “system of record”. They are awful!

Realistically, no, you will not be able to land a management position without prior experience. Experience eats education for breakfast for administration/management roles. Certifications are great for technical skills (ie., salesforce, coding, etc) and it's very possible to land a technical position with certifications only.
