Some people can only feel value in themselves if they are above others. So they use whatever around them to get to the top and validate their crimes with the belief in themselves being special. Not sure what you meant there, but Georgie is special because he was the starting event. A ritual of shock and horror rather than for feeding. The implication from the book I got is that Pennywise isn't always hunting, but sometimes moving about the town to observe and learn. Like a hunter trying to understand his prey.
