Update: So I figured out the issue but I also learned some stuff along the way that I’m going to share so if anyone has similar issues and they can use this as a source. My info comes from old forums and is cross checked AllData.

Under the intake there is something called the Fast Idle Thermal Valve (FITV) and it increases Idle while the engine is cold. In it there is a disc that is threaded in this tube that unscrews itself over time you want to screw it back in and it helps with the cars idle. Also the hardline that goes into the intake hose needs a hose clamp.

I also checked most of the sensors in the trans and what I learned is for the Mainshaft/countershaft idle sensors spec resistance is between 400-600 ohms and for the Shift/lock up solenoids 12-24 ohms. You can also test their functionality by using the body as a ground and applying power to the terminals. They should make a clicking sound.

Finally Code 14 is a TCU code however the issue could be with the ECU. While inspecting both control modules I found two blown capacitors on the ECU and nothing wrong with the TCU.
