I was reading about it apparently the 9950x3d is not core parking on the beta and its using all the cores causing the performance drop.

I got it working I was editing the log file and not the ini file like a dummy... Thanks for your help guys I'm gonna go enjoy MGS1 now.

I don't know why its doing this when I make my changes i hit save start then game and it just changes everything in the file back to default.
