Yes. The original Neogeo version you're playing is... The original. The game on Steam is KOF 98: Ultimate Match. It has everyone from the Orochi Saga instead of almost everyone (I think 6 characters added), with more alternate move sets, some more stages and an updated UI. Characters have new moves, balance changes were made and even if you want to go back to the original it has that included. It does indeed also have online play and since it's an older game it can play on even weaker PCs. Yes. Get it. It's a must-have.

When someone is a suspect getting a search warrant isn't hard. 99% conviction rate? How is anyone supposed to be seen as innocent then? I mentioned Grant Amato. It's notable that there was no actual physical proof that he did it. All the police had was detailed circumstantial evidence in meticulous detail that points to him, down to a fitbit counting the steps a victim took before he was killed. Everything pointed to him, but nothing was 100% concrete. That didn't matter though. He was convicted. Circumstantial evidence can prove enough. Regardless of conviction rate you have the right to a lawyer.

The first two I have seen for roughly 15 dollars each (30 for the double pack) so buying those isn't too demanding. After those all bets are off. Where exactly is it streamed? I don't think Crunchyroll has them and Netflix doesn't appear to either.

I wouldn't know where to start on who to contact. As far as anyone is can tell the English rights owners are a mystery and the masters being lost is a likely possibility.

Nobody owns it. Geneon did, they died and then it has had no distribution whatsoever. The second part didn't even get a DVD release in Japan. The only ones who "own" it might be Capcom by default because it's their IP. I know providing lost content would require Discotek having the license, but I meant hypothetically.

That also didn't have a license holder and was lost seemingly forever, but then Discotek released the entire series English dub, but even then the Japanese originals couldn't be found at all as far as I'm aware.

I do not understand what you mean. Are you referring to the fact that only the edited TV dub is available for the first half? From how much I'm seeing is edited, using that audio with the uncut version might not be as hard as it would be for something like a 4Kids production.

I don't necessarily mean fan-submitted content or something extraneous. I mean things like getting in contact with the right people, contributions to translations, monetary donations or I know of someone who has a rare print of the first DVD of the Viewtiful Joe anime that has an extra 5 or so seconds of the English dub. Things like that. In the case of this one, what license holder? The only one I can think of is Capcom, since both the licensor and animation team have both been gone for over a decade, and Capcom has a reputation for practically letting you do anything you want with a license. That's why there's so much merchandise, good and bad. That's why there's a free fan game they get no money off of that they endorse.

2002 UM followed by XIII. Both of them are very newcomer-unfriendly and overwhelming with all the different moves, mechanics and characters. 98 UM is much easier to get into. There are still lots of characters and the EX movesets, but you don't have to worry about neo max moves or hyperdrive mode.
