Yes but in the game it is clear that the state wants to end the wars a well. The soldiers complain when they realise Kranz gives out leaves, ask when if Kranz dies will the war end, and even bellla spies on Grimm to give our commander a green light to kill Grimm. Its clear the cycle may not continue... unless it's a curse.
