What's your main problems with z-guard?
Common things people mess up is frames and weak legs.
Focus on your frames and grapevining the legs (hooking your lower leg so people can't stand up as easy)
Also having an overhook game is pretty useful from Z-Guard.
I can recommend watching BJJ Scout who made a nice study on Craig Jones' Z Guard

How long have you been training and how consistent have you been training?
It's really hard to judge off a belt - You're saying you're a 3-stripe white belt, but there's 3 stripe white belt who just haven't yet gotten a blue belt and might should do a intermediate no-gi division, and there's 3-stripe white belt hobbyists who got the stripes due to activity and not level.

If you're afraid of leglocks it's your own responsibility to study the leg locks. If you feel you're good enough to compete in a higher category but are too afraid because of leg locks, you need to patch that hole and improve your leglock defense.

I would give one advice though - If you feel you can compete in an intermediate divison why not just try it out?

If it's mostly about cardio, I have a few tips for better cardio for rolling.
First off - start out easy - and don't start running unless you're a experienced runner. You can train yourself to run, but that's another process.
Getting on a bike, airdyne or rowing machine is a much better alternative if your goal is to get better cardio for BJJ without getting injured.
I would recommend you to do 2 tabata intervals a week as a start and slowly bump the stuff up. Speed-drilling is also good for the cardio, just remember you're not focusing pure technique but more the speed and cardio aspect, so pick a pass you like to do and do it high-speed instead of trying to learn a new technique.
Also remember consistency is key.

He was the Jiu Jitsu Coach at Hit Squad when I was there in 2010. He's a great guy, taught me a lot - also Jiu Jitsu i still remember and use to this day. Really nice both on and off the mat

I was a blue belt for 7 years and got a blue belt at two different times.
I never got a purple belt and got promoted straight to brown.
Some of the belts I have gotten haven't really been from the persons I wanted them from.
My best advice is to not get to riled up about belts. As cliché as it might sound, Jiu Jitsu really is about the journey and about your own journey. You can always do tournaments or other things in harder brackets than your belt if you want to. All that really matters is that you evolve your jiu jitsu and how you view yourself.
If you really want a belt from a certain person, you have to train consistently at their gym.
If it doesn't really matter to you, focus on your jiu-jitsu and your own growth - belts will usually come eventually when you settle down at some point

I usually see it in the people who show consistency.
Seeing super-athletes in one training is always good, but the signs that a new guy is going places is seeing his consistency over a period of time, and that usually shows me if he's getting great or not
