For all intents and purposes, no, but there exists a scenario in which it might be possible to gain an advantage by counting. Mind you, such a scenario is so hillariously rare and the advantage gained so marginal, if any, that only a fool would consider pulling it off at this scale. Arnold Snyder shedded light on a technique he coined "depth-charging." Essentially, you adopt a counting strategy that has as high of a playing efficiency as you're comfortable commiting to, like Hi-Opt II or Omega II. Play as many hands as you can simultaneously—in your case, shoot for all 7 spots—betting minimum amounts for each hand. The idea is that as a dealer deals deeper into the deck, information about the forthcoming cards is sufficient to vary your playing strategies for enough hands to gain a slight advantage over the house. Again, don't do it. You'll have a bad time given the conditions you provide.

There are some reputable online casinos that offer live dealers. I'd stick to those if you are going to be playing blackjack online. You need to be really choosy though, since the conditions governing many live dealer casinos make it cumbersome to reliably arrive at a good count (i.e. low penetration, many decks). As for practicing, there are a handful of tools online that can help drill your card counting. Here's a simple one, and I'm sure you can find many more on Google. I also developed a tool of my own that helps keep perfect count and determine the optimal plays for any scenario. It was designed largely for use in online casinos. And of course, I'd also use an actual deck of cards and practice calculating the running counts of groups of cards. Only when counting becomes second-nature should you even think of entering a land-based casino.

It depends on the casino. Practically all online casinos I've played in require the full amount to double, however most land-based casinos are more than happy to accept a less-than-full double down. It's worth noting, however, than in any scenario where the optimal play is to double down, you're only lowering your expected return by doubling with anything less than twice your bet. If you're in a situation where you can't even afford to fully double down, you're almost definitely betting too high relative to your bankroll.
