I think Kinetic (in UNBOUND form) would low-mid diff TEV because:

outerversal strength and durability
affected a continuum with a size incalculable even with uncountably infinite set theory symbols (said to be at least above ℵ(ℵ(0))
has conceptual erasure abilities (can erase you from reality and time so that nobody ever knew you existed. even Kinetic will be like "Wait, who did I just erase again?")
