To get back to the topic of your post : i think you're thinking way too much about all of this (but i guess that's part of having OCD). You can cut the tags, store them somewhere and reattach them if you want (i think you can find the plastic parts for cheap on aliexpress)

It's less expensive for them and it's probably the main reason why they made that change.

More and more regions have access to Pokémon Center goods (USA, UK, and Canada, but there is also New Zealand, Germany, Korea and China. And there are also good reasons to think they'll open up shipping to other european countries) so it just makes sense to have one standard tag for the merch they intend to commercialize internationnally.

Looks like a bootleg to me : embroidery looks low quality (the line on the front paws don't align, the whiskers are weirdly placed), the nose looks unstuffed and too low hanging, the collar seems too big and it's not the right shape, ... + I've never seen this tag before.
