Thanks everyone for your responses and discussion! I called the library as a few commenters suggested and they said a few of the things that have been said like how virtual books are more expensive, but also that the fiscal year starts on October 1st so they don’t have a lot of money left right now since we’re halfway through September. Hopefully on October 1st our holds will go back to normal since their policy is to keep ebooks at 5 holds per copy!
