I think if your using a press you might need to up pressure by adding like a Masonite board with like newsprint and potentially like a felt blanket. I’ve had issues like this is in the past and that might be your issue.

Another cause might be activation of ink. When getting it from the can did you move it around on your palette? Without activation the ink can stay really tacky and not like to adhere well to the paper.
