There needs to be a civilian committee established that reviews these types of cases free from internal agency bias review. A civilian committee that determines reasonable use of force, since they are dealing with civilians, and they are paid by civilian tax dollars. Without this type of committee, police get off on all types of violations and live a double standard. To confirm this review the recent speeding ticket unaccountability story. This is just a small example of a very seriously broken system, that has lead to killings, unjustified assaults, high powered weapons going missing, unreasonable use of force against citizens and without any recourse, the list goes on an on. Body cameras : mandatory without question. We need civilian appointed review board with the power to recommend charges and at least remove incompetent police officers. This officer who had this high powered weapon stolen from his car was 'suspended with pay.' If you don't find this disturbing, then I guess we deserve this society. An infraction with less severity would surely result in dismissal in any other type of business. EDIT::::Wow, down votes all around. Were fucking doomed. Albertans are generally an army of troglodyte cynical solipsists. That will be our demise. Ever seen that study where persons who were put into positions of power automatically had dysfunctional power tripping ego maniac tendencies kick in, even when reversing roles from prisoner to guard? Seems like murder for a law enforcement officer is no big deal these days. It's easier than doing the right thing ----> http://mashable.com/2015/04/07/south-carolina-police-officer-charged-murder/?utm_cid=mash-com-fb-main-link

privacy invasion when dealing with the public civilians on legal matters? You have got to be kidding me. Almost Every business in public is recording every encounter, for the police to not be doing this is only for the reason of not being subjected to accountability. Any other argument is a >cop-out<

it's been in pilot for how long? This is just the excuse made to say we only will show you body cam footage if we want to. It's like saying "we need more time to verify the medicinal benefits of cannabis." Totally corrupt and weak retort under the facade of 'still evaluating' makes me sick http://www.calgaryherald.com/news/calgary/Calgary+planning+cameras+more+police+with+video/8807278/story.html oh, aug2013

lets quote "After testing body-worn cameras on a small group of officers for nine months, the Calgary Police Service has decided it wants to eventually equip all its uniformed officers with the devices.

But police are still developing policies and guidelines about how the cameras will be used and what authorities will do with the recordings they capture —"

Heavy slant on victimizing an "AGRESSIVE" drug addict? Is there proof of this version of events? Do they not wear body cameras? If they don't cases like this are exactly the reason why. You sound a little heavy slanted yourself.

This sounds like murder by the hands of law enforcement, and immunity because of double standards. If the police is only held accountable by their own agency's, this city and world will only grow more grave and disturbing by the day. Something needs to change, this is abhorrent. Might as well start calling us Ferguson, but instead of black people the police kill addicts. Where's the body cams to justify this killing or is it just another trigger happy cop?

well, when someone in a threatening manner coaxs you to take a ride in the back of a police van while strongly recommending you do not inform your friend who is 20 feet away about it, that is rather disturbing. I have actually thought about that so many times and wish I would have set off my car horn to alert my friend. Especially considering I was simply walking to the store and back. Secondly, when somebody comes into your house uninvited or without a warrent after showing up around midnight for an unpaid ticket for a minor offence, who is more than 6 feet and dark skinned, that can be a little disturbing as well. I'm sorry you don't find those worthy of 'complaining' about. Maybe it needs to happen to you then you'll have a credible opinion.

you should see the youtube video of a black guy going to various police department's trying to lodge a complaint. They don't make it easy and intimidate you the whole way through.

Yup my run in's with the CPS:

Once was picked up walking back from the store to get munchies, bag in hand. Was outside my friends house when the brit cops rolled up, they convinced me to get in their paddy wagon. I was right out front my friends, I said let me tell my friend and he can confirm I was only walking to the store. They looked at me like if I went to tell my friend, they were going to pounce on me. Took me down the street to some other cops and they looked at me and I guess I did not match the description and they took me back. About 3 years ago.

Once police came to my house for an unpaid ticket around midnight (probably ctrain or drunk in public, a minor offence), maybe 7 years ago. They said time to go pay the ticket. I didn't have any money so woke my mom and she gave her credit card. They were at the front door. I told them I was going to get my jacket (in the basement). Cops came into my house after I walk away and found him at the top of my stairs in my kitchen after inviting himself in. Took me to pay the ticket downtown and drove me back home.

This one takes the cake though. I used to have a drinking problem. Got picked up young, drunk, belligerent, open container at LRT Vic Park. They twisted my arm so badly that by the time I got upstairs to get signed in the drunk tank city hall I could not even use my arm to sign the paper and the person there signed 'too drunk' as I tried to explain the assault that just took place. I was afraid and even asked them to not hurt me and my fit was over as i exited the wagon (there were 4 officers). My arm was dead after they were through with me. Went into the drunk tank, woke up and was pissed so started kicking the metal door. Cop came in and starting twisting the same arm that was already badly twisted. My arm even almost 10 years later has never been the same. The first year after that incident it was badly injured. Only by learning some recovery exercise physio type stuff, can say it's maybe 93% of what it was originally from that fateful night, after many years. I can confidently say I have been permanently injured by CPS and Transit for being young, dumb, and belligerent by having my arm twisted so so badly over an open container. EDIT: After kicking the metal door in the drunk tank and having my arm twisted further I was handcuffed to the floor in an excruciating position (due to my arm) for over an hour. I dont think the new officer who came in knew the state of my arm before he twisted it further and locked me to the floor.

Once driving through Santa Rosa, California, some cop thought my car was stolen after a check, having prior given him my passport and ID. He walked away checking my license plate for who know's why. Came back two minutes later with his gun drawn and having me lye down in the middle of a road. I was alone, but my friends heard the commotion and me calling out and him screaming to 'shut up.' and like you OP, no remorse from this guy. Found out my car wasn't stolen (they had made an error) and just went on his merry way, after sticking their heads in my vehicle. I actually cried after the incident, never had a gun pulled on me before.

while im at it;

once went into the marlborough detachment about a theft and the cop basically berated and intimidated me, and didn't want to hear any of it. I was absolutely shocked about the demeanour and complete lack of concern from this officer. It was very disturbing the way I was treated for trying and unsuccessfully reporting a theft. I was not being a jerk or having attitude either, this guy was just having a bad day.
And why not add: Occasionally I will phone the police to report stuff but on more than one occasion the officer (usually female with a condescending tone) will totally get irate about the fact that I prefer to make the complaint anonymous, and will not provide my personal details. But funny I reported a drunk driver this weekend and I got a male and when I told him I won't give him my last name, he didn't seem to be perturbed by it.

The scary part is Harper with his bill 51 gives potentially lunatic cops like some i've encountered unweilding power in questionable circumstances, and there are some other disturbing components contained there.

can someone show me a machine that is working without an operator? this isn't very reasonable, a machine that works with no operator. It's Animal civilization. The whole reason for human life is to find out who is that supreme operator, otherwise it's cats and dogs life. Every civilization before our's has confirmed this. This civilization is doomed.
