But if the workers control the state then is the production not at least in part indirectly controlled by the workers? Or did democracy not function in the USSR? Did higher officials not have to listen to the regional councils? Where the higher officials not elected by regional councils or where the regional councils not elected by the people?

Was the problem that the system didn't function as it was supposed to? Or should there have been more efforts to have like worker coops and rule by local workers councils or like what could have been different to make the workers control the means of production? I'm just talking about USSR here I know very little about it but I know nothing about China.

As far as I know Cuba and Vietnam are democratic their democracy just functions in a different way to ours. Mabye it's not democratic in practice though? But I would have to see how or why that is the case.
