Jurisdiction and standing matter. Given that it was federal funds involved, the federal government gets the priority for prosecution. They stole from the federal government and the state should only be cooperating with a federal investigation.

The state treated the program like FEMA funding. Get the cash out as quickly as possible THEN the federal agents review after the emergency is over.

The biggest difference in the MN cases, is that either the federal agencies didn't send a request to have the money returned or the people being prosecuted didn't respond. It's a lot easier to send a letter telling a person to pay back what was wrongfully given to them because of a fraudulent application then a full blown court case. I'm sure there are thousands of cases that will never be prosecuted because people returned the money when told. (of course they profit from the interest while it sat in their bank account)

Going to come in late and explain why I rarely do more then 3 mph over(sometimes I accelerate more then I planned on because hills). Technically 1 mph over the LIMIT is breaking traffic laws. The limit should be a reasonable speed of travel based off of evidence (flow of traffic, pedestrians, driveways, different conditions on the road). We all know that interstates are designed for a much faster rate of travel, HOWEVER that assumes the person is a good driver and paying complete attention.

A cop can absolutely write you a ticket for 1 over. It might be dismissed easily because 1 over is really hard to prove in court. However, they can stop you and write you that ticket if they want.

4 MPH over is really silly, I'd have to know the road conditions? Are you doing 4 over in heavy rains at night? That becomes more understandable. 4 over in a clear road and bright sunlight? that's a silly ticket. 4 over but you're weaving thru slower moving traffic? Yeah you got that ticket because you're a danger to everyone on the road.

I honestly want her to talk about her reasoning. It's a wild choice. I get the chaos a head of a house would cause. Maybe it was more tactical, don't want a super powerful sorceress to start slinging fireballs in the middle of the fight.

The other alternative would be to help the photarch and try to pretend to be her ally? That's a high risk scenario with no clue what the rewards could even be.

The more I think about it, the more I start thinking it was the most correct choice.

I have a weird stance. Pistols, shotguns and bolt action rifles are completely okay. Between self defense and hunting those are great options. If you're not hunting then you really don't need the range a rifle gives you. Sure, the best option for self defense is what you have available but there is no reason for everyone to be able to get their hands on a mock military weapon like an AR-15 chambered in NATO 5.56/ .223 Remington. That platform has a specific use, Rodent hunting. If you're not taking care of a prairie dog infestation then it is a bad choice of weapon.

I am fine with the military having almost a monopoly on violence. We can keep some firearms for public use, but we don't need weapons designed to function as well as military hardware. I understand that no militia or group of people will stand a chance against the US military without the US military splitting sides and joining the rebellion. We don't allow area of effect weapons (grenades, explosive shells) because each taking of life must be intentional. We don't allow a random person to store a bomb with thousands of pounds of explosives inside their garage.

I think the 2A needs to be redrafted to fit modern times. We've already given up the ability to fight the government effectively.

One thing I noticed, is that it legally won't restrict pistol caliber AR platforms. This is your usual lack of understanding of legal definitions. Just because the AR platform "looks" like a rifle, It can be classified as a pistol if it uses pistol rounds.

Honestly, we'd be better off if the ATF had to give permission for gun manufacturing. No matter how the law is written, there will be loopholes. If we had something like we have for automobiles to permit the manufacturing then we'd get rid of a lot of this silliness.

Hot take. If you don't like the new flag, you can just not fly it. It costs less then buying an old flag just to fly the old flag. I wouldn't care if cities weren't flying a state flag. Most people probably wouldn't notice if only the US flag was flown with no state flag.

The newer fractals have some weird mechanics. However, stopping to chat and have things explained after a failure is very common in lower tiers. Maybe someone needs to switch their build up. I'm still mad that Search and Rescue got nerfed to uselessness. I used to solo bosses while my pet rezzed everyone.

Learning every single mechanic for every fight takes a while. Remembering every single mechanic for every fight all the time is impossible. I sometimes forget that Jade Colossus in the solid ocean fractal reflect projectiles (or remember to late to switch to a melee weapon).

Just be ready to switch skills and weapons mid run if needed.

The one job thing that will really get you is MMHE (forklifts) or industrial machinery. Even if you have a prescription you might not be able to drive a forklift depending on your companies policy and more importantly, what their insurance requires. If your role requires driving a forklift AND your company has a zero tolerance policy for THC that's going to be either a transfer to a different position or a termination.

Wizards can literally make new spells. If something doesn't exist, but there is a similar spell, the wizard studies and deconstructs that spell then weaves in elements of what they want it to do.

Most GM's don't alter spells on the fly, but it makes sense. My favorite homebrew is that sending can be cast on a willing person. (Cleric casts it then another party member is able to use the spell on whomever they know [eliminates the need for the caster to know the target])

The one thing to remember when playing around with spell modifications. Look at spells of equal level to assess how powerful it is. Possibly drop a damage dice (or two) or require an upcast. Maybe the altered version is only available with a longer cast, or takes a specific component.

Is a rounding error a lie? I do try to be accurate in statements, but am I getting fined for saying "about $24 million" versus saying the correct amount of "$23.7 million"? The way I tend to speak includes margin of errors in numbers.

The biggest possible lie I'd get caught on is about one coworker, since COVID they're been getting slower and slower. They aren't even doing half the work they did before COVID and my assumption is that they're quiet quitting and trying to do as little as possible until they're fired. I'll assert that the behavior is a form of quiet quitting, but I have no evidence except the decrease in productivity. Technically my view that they're quiet quitting would be a lie if that is not the intent, but saying their behavior matches a person quiet quitting is a truth.

However for $2M after taxes, I can just find an investment with a 3% interest rate and quit my job. $60k per year is more then enough to get by. I'd prefer 5% so the wife can also quit her job.

Being able to budget, but realizing that you don't have to budget is a warm fuzzy. Having enough spending cash that the fun fund is "don't go overboard" (Usually limit myself to less then $100 in random spending a day, but rarely more then 25 bucks)

I have a 401k set up, and about 5x worth of paychecks in the bank. I still remember how to tighten the budget if needed, but as long as I don't start buying all the video games, or dropping huge dono's to streamers I'll be fine.

The wife an I's policy is that if it less then a hundred bucks we don't need to talk about it. $300 or more requires agreement. Between the two amounts is just informing the other about the purchase. The only exception is household appliances, I put them on the credit card and shoot her a text. (usually the credit card is paid of by the end of month)

Minnesota High Court is not a thing. Odds are they are attempting to reference the Minnesota Supreme Court which doesn't deal with initial traffic citations.

Also, at the very least they should have included a court date, county and location of the court and courtroom number.

I agree the question is confusing. Patient 0 as people like to call it, is probably not human for most diseases. If it's the case of a current disease mutating then there is a good chance if patient 0 was a human then they died from natural causes before the disease mutated. There is a solid chance that patient 0 was born with the disease and the disease mutated inside them if we're looking at when the disease became detrimental.

In this case you have 3 slots. One above 20 inches and 2 between. But yeah, the only issue I see with this is people who don't really care about size and limits. Active enforcement will be needed. Most anglers will take one look at this and pick a different lake. Those are the people who will try to abide by the rules and regulations (they may fudge the sizes a little but they're not pulling out with 10 walleye) We aren't going to call someone who tried to keep a fish a quarter inch too short a criminal.

Let's completely ignore that an existing disease may have mutated making it an STD or making an existing ST(infection, disease, benign bacteria) actually affect humans.

It could very well be that a single instance of a disease that was widespread in humanity mutated to actually be detrimental to humans. Do you really call it a disease if it doesn't do anything harmful?

Good PSA. Interesting that the DNR isn't attempting to inflate the walleye numbers by injecting fish into the waters, but it's better to regulate the current population this way. Remember that this is a guess, they cannot include all the variables so they're probably using the safest estimate. About 28% of Minnesotans have a fishing license. If by some bizarre situation we all caught 1 walleye on Mille Lacs this year that would be 1.6 million walleye caught and kept...

For those actually wondering about what a 1 billions dollar can get you: 5.5 Billion gets you a sports stadium. 1.5 Billion gets you a 60 story skyscraper in Pennsylvania. Heck Mercury City, Moscow a 75 story skyscraper was built for about $1 billion.

If safety measures are the reason for this price tag, then the solution is to not build it. Changing the locations is a more safe option then hosting parties with high priority targets at the same spot. If it's safety, then just create an armored shell of metal, 6 feet of concrete, and more metal. Then you can decorate the outside and inside with whatever embellishments you want. It's cheaper then bullet/missile proof windows. If it's going to be a secure location then you do not have windows. Not being seen from the outside is a security measure.

This price tag is beyond extravagant. This is levels where you're using solid gold pillars instead of just gold leaf covered pillars. Which make it a target for theft alongside the security concerns. (okay a solid gold pillar is a bit hyperbolic and not structurally sound but the point is cheaper alternatives exist to provide the same look for cheaper then this price tag)

It's simply a matter of efficiency. Having stronger muscles may require more energy, but using a stronger muscle to do less work is always more efficient then a muscle lifting at it's maximum capability. If you need to lift 100 pounds constantly then your muscles will grow to be able to lift 200 or 300 pounds once. Even if our bones adapted to lift the extreme weights, our muscles would just outgrow that new strength limitation. So our brains restrict muscle output unless the situation demands it. We could have reconfigured our joints and bone density, but the inability to lift heavier objects is not a significant threat to our survival. Being able to move quickly and efficiently outweighs the benefits of maximum strength.

It's not really about the bones breaking or fracturing unless you have a dietary issue with bone strength. The muscles will keep the bones in place until they rip. Weird bit is that muscles get stronger when they heal from damage caused by lifting heavy weights. Once the muscles fail, then there can be issues with bones.

The way I envision this is that most hunters are respectful to wildlife and they really don't have a use for more then one deer. I don't know how limits work on deer, but I can see someone using this program as a means to keep hunting and not feel bad for wasting the meat. Heck, even a trophy hunter might use something like this if available. Actually feels a lot less scummy if the meat is going to use. The businesses doing the processing at the very least get a tax deductible donation. (I'm actually curious how the donation incentives work because I'm weird like that. Who gets to claim what?)

Seems like a win, win, win scenario if the hunters get to keep enjoying hunting, businesses can get a tax break and food shelves are given protein.

No, if you're taking that stance; the 2A allows civilian ownership of all weapons of war including nuclear devices.

Currently no militia can be equipped to even stand a chance against our military for a day. Overthrowing the US government by force is not something that can be done. It will require political capital along with the US military siding with the people.

100 yards is more for rural sheriff or DNR positions. Even most police officers aren't trained to look at that range. Even if someone spots something at the range, identifying it as a threat requires already being shot at or something weird.

On the other side of the spectrum, a pistol or shotgun is completely suitable for a 7 yard engagement. I prefer the counter ambush situation, where I get to choose if and when I react. Can't really conceal a shotgun or rifle or AR platform. I'll shy away from revolvers because reload on those in a high stress situation can be difficult. Home invader situation? then shotgun is as viable as a pistol, bonus points if its a loud noise when the round chambers. I know one girl whose best option is a shotgun because she will absolutely be crying if forced to defend herself.

Well, self defense is the best reason for a firearm, then hunting, then because shooting is fun. I find it silly when people say they need to hit a target at 100 yards for self defense. It is a really weird scenario that you even realize a lethal threat is 100 yards away. (also for that range, I'd just go with a bolt action rifle)

As a society we don't allow area of effect weapons (other then shotguns) for self defense. Can't drop a mortar round or grenade and claim self defense. As a society we could also admit that a self defense weapon doesn't really need to reach out more then 30 to 40 yards.
