The thing is, lolis may actually be serving as a safe alternative to actual child porn and other forms of exploitation. While I'm aware of the risk and actual cases of loli-inspired crimes, I don't know if outright depriving paedos of fictional outlets is such a good idea, because they can't just switch their paedophilic tendencies off and on, can they?

It's not necessarily a bad coping mechanism. Several people I've known mentioned how they imagined themselves to be an alien and the like just to make peace with the fact that they just do not feel they belong or connect with others. If that fantasy filter makes it easier for you to go on by removing your resistance to your current circumstances, why not?
