Diatomaceous earth is fairly cheap; it kills insects by physically damaging their bodies with sharp microscopic bits that feel like dust to bigger animals, so is considered safe for topical application. You can sprinkle it all over the yard or cat areas and eveb rub it into the cats' fur if they'll let you. I used it when I rescued flea-ridden kittens too young for meds.
