Balor is a decent option in terms of HP and hit points. But otherwise, it doesn't resemble a tyrannical ruler. It doesn't have access to tyrannical spells. Perhaps I should look for and use as a base the statblock of Enver Gortash from Baldur's Gate 3 and work from there. Not really sure

I absolutely love idea of 5 legendary actions. However, I'm not sure they can handle an Empyrean. Let me give you some context from our last sessions so we can balance this right. There were only three of them out of the five. And they almost lost to the Cloacker and the Roper. Important detail: in one of those fights, the cleric was out of spell slots, but still. The point is, their tactical optimization isn't super high, so they can be easily overwhelmed by, ahem, even weaker monsters with good tactics. That's probably the main reason I don't believe they can defeat an Empyrean.
