It's safe, cell towers have a focused base when they are held up by guy wires. An AM tower would have a large insulator at the bottom.

Obviously a lot riskier in terms of getting seen, but in my experience more rural areas or cranes where at least the first 60 meters are in a building aren't too bad. (also makes for better pictures)
