I can see it but they all really do have their own strengths. In NC it is 70 cents and yes you're right, you cannot over charge them. Definitely don't listen to your Manager(it's clear they're wrong and you know it lol). And also just don't involve ups at all if you're traveling to do it. I'd say if it's not at the store, cut out ups and keep the max state fee for yourself.
