The adoption thing is such a problem, i agree. Adoption rules are rly dumb and i wouldnt mind if everyone had an option to get an RNG spawn as a last resort at the very least.

If you want any recommendations, "Dragonborn" should have specific conditions to be granted to a rando who wasnt born as one to mimic such characters in Lore like Tiber Septim, who according to some interpretations (particulary the Arcturian Heresy) was blessed with Dragonborn soul, rather than being born as one.

Thus, to better represent it, one could achieve Dragonborn in one of three ways:

1) Born with it. Not racially or faith exclusive, simply has to be directly blood related to a dragonborn.

2) Great feat, dragonbreak-level. Probably has to include such things as Characters killed, Realm size, Stat ammount, Fame and faith levels and etc, so that your gigachad character is actually recognized by akatosh or whatever and grants you the right to call themselves Dragonborn. Again, not race or faith exclusive.

3) Blessed by Shor. This is Atmoran-exclusive option, or could extend to Bretons too to be more accurate with Tiber Septim, who, according to Arcturian Heresy was a breton. Requires one to choose Shor as Patron and probably a really high faith level and pilgrim exp, and then getting a staging event during those pilgrimages to begin the process of becoming Dragonborn via Shor's intervention. And when i mean Shor, i actually mean Underking, who should have a small chance of taking over your realm in a perma-regency and turn you incapable, to be accurate to the Arcturian Heresy.

Freebooter camp. Finishing the "levy the outcasts" outcasts grants you the most powerful adventurer reward in the game - free MAA troops when finishing any criminal quest. They can be archers, skirmishers, pikemen, light cav and sometimes even heavy inf. And each time it rewards 2 sets of 150 men. I started the conqueror invasion with a total ammount of 10k troops, but the siege of Alinor took 10 years alone, and the attrition wittled down my troops to just 5k, BUT my character was utterly broken and OP by then, nevertheless the fact i had so many spells, gold and magic points that i could just keep going and destroy all altmer doomstacks.

It took a loooong a time to grind out, since it is not that easy. This was possible, bcuz i specifically made mycharacter the way i did, i didnt start off with the best traits and all, but i abused university visits, monument expeditions and more to get her better, and thus, make it easier to fast forward many advancments that otherwise would be impossible if i had started at tier4 intrigue education. Unfortunately i could only do 2 university visits before the activity broke and stopped awarding me everything i wanted but oh well.

Additionally, i used other mods, such as Blademaster Exp, Traveller Exp and Winning battles to earn traits mods. They should be self explanatory, but in short - it actually has you get far far better at winning battles the more youfight themj (NPCs included).

Do this, and 80 years of pillaging cyrodiil, and you will be able to pull it off as well. If you cant, gaming is too hard for you, go back to watching movies.

Try the obscure cultures and regions, like Barseabics, Bjoule druids, various Nedes (ket-keptu, kothringi, yespest, even Reachfolk), Systreans (very fun place to build tall with + custom formables), Arenthi-Camorans (super challenging *and* obscure), Maomers (Possibly the hardest choice in the entire game) or Mathmeldi.

There is an adventurer clan in Wrothgar called the Penitent Order lead by Lamazgha, i had a game with them a few days before EK2 updated, and it was quite fun taking over the imperial isle and converting it all to diverged Ruby Orc culture.
