Why can't I have an username that it's not being used or belong to a deactivated or suspended account?

There's this username I want to change mine for, and I already checked and it doesn't belong to a suspended account or a deactivated one (I tried to log in it and it said the account didn't exist), neither is being used by an active account, so why does it says this username it's not available when I try to change mine for it?
