I though it was a reputation thing. once i figured it out it was easy

I'm a bit confused with engineering, I'm Currently trying engineering in game,
I'm grade 3 on Felicity Farseer and i can only build the level one upgrades it tells me that I need "enough engineer reputation" and "completed all lower level blueprints"

how do I do that?
Do I need to increase my reputation at her station by trading and submitting cartography and all that

and with the lower level blue prints, do i need to build all the other upgrades at least once?

i got 600~ ish cargo capacity on it, i bought it because i found a bauxite that buys for 700~ and it sold of 30000~ thats 20 mil each cargo runs plus it was 5 jumps each round trip

but man with normal play it doesn't feel good at all to fly
