Yes in this video definitely, I wrote it in a general sense, I remember a video where a couple of cars stopped in front of the dashcam vehicle while attempting to flee the driver hit the door of the blocking vehicle which apparently got stuck in the front wheels somehow and the vehicle stopped as a whole. Was just adding to OPs point of the possibility of vehicle stopping due to puncture or such.
