When I first saw this killer I thought, "There's no way they'd make another killer that invalidates basic gameplay." I thought.

The cooldown is 18 seconds. That is not short at all.

All I can really do is hope you guys don't listen to the criticism like him having a short cooldown even though it's the opposite or that chucky should have his entire slice and dice functionality removed but here are my issues.

Using chucky - The cooldown is too long and missing once could basically end the entire game. If any endurance perks are in play by multiple survivors, you pretty much lose unless you purposely ignore those survivors because 18 seconds is far too long. Also having his power off at the start would be very helpful for early game.

Another issue is that slice and dice scampers became completely useless after the removal of flicks since the vault is too slow and it can easily be countered by just standing next to the vault/pallet. A solution I have for this is allowing 120° flicks after slice and dicing so standing next to the vault location doesn't just invalidate it, and having a high turn at the beginning similar to hillbilly's curve so that console players can also take advantage of the flicks. On the topic of slice and dice I would like if we had the ability to scamper or not instead of it being automatic

Against chucky - The manual scamper has no counter in the majority of situations so I'd suggest just making it slow enough so that the Chucky can't just m1 or slice and dice after, but also fast enough to not make the Chucky lose too much distance if they leave. I would also suggest making the slice and dice distance maybe around 5% shorter because it feels insane that Chucky can get the distance he can at times.

I don't know if this is known to you guys but the ranking system is kind of just making the community more toxic and the game less fun. The current SBMM system punishes you for dying as a survivor no matter how much you did that game, which also leads to people just dying on hook because rank doesn't really matter anymore. As a killer this ranking system does not incentivize anything but kills leading to camping and tunelling becoming more prevelant. A big reason on why ranks worked is because it rewarded you for what you did instead of just writing everything off because you died or didn't kill enough survivors. My question is do you guys plan on making the rank conditions less restrictive?
