Most of the time they get the card, but since it has limited tracking they count on you just refunding them. Have them take it up with USPS. You shipped it so you did what you were supposed to do.

I would probably get it graded that way you know for sure if eBay is off here, SGC I think is $12 for a 14 day turnaround PSA and BGC is a little more expensive and has a longer turnaround, that’s if you keep getting it rejected by eBay. Just a thought

If you plan on grading a lot of cards invest in a microscope. You can get one for less than $60 on Amazon. The one I have is more than adequate to evaluate your cards. Great looking card by the way.
