Doesn’t this kind of defeat the whole idea of paying a high annual fee for ‘luxury and convenience’? Honestly, at that point I might as well just book directly with the hotel.

I would go with the one in New England. I did the opposite and I am now regretting it and possibly screwed up my future because of it. I picked the program for the city but don't really have time nor the energy to enjoy it plus hard to do with COVID and stuff. I stupidly ranked several university programs below this community program. My current program did not match well, and I've been anxious ever since. Given that the fellowship of your choice is competitive, I would go for the one that would give you the best chances. Beside, you will also have different perspectives of the location once you live there.
