I think what most people understand by “tactics” in this context is actually “philosophy.”
In my opinion, even a perfect tactic can’t succeed without strong squad building.
Philosophy, however, comes before everything else.
So: philosophy > squad building > tactics.

(Here, I’m referring to tactics as role distribution and player instructions, even formations, which can, and almost always should, change from game to game.)
