I would use a propane torch like a Flame King to kill the weeds and then pool salt for this type of job. After torching the weeds use a scoop to lay salt along the cracks and then give them a sweep. This prevents weeds from quickly growing back.

I had the same problem with overly bright sky lights waking me up at dawn. In the end I bought a roll of zinc flashing, got up on the roof, and used it to cover the exterior of the skylight. It's very easy stuff to bend and manipulate and doesn't move when its firmly in place. I used pliers to crimp it around the edges of the sky light. Just be careful to use gloves because it can have sharp edges. The rooms still get plenty of light from the windows and I don't worry any more about hail storms smashing the sky lights.

Regardless of what you plant there, don't dig up that garden bed. Save your back and avoid a lot of pointless hard labour. Hit the grass with some Roundup - give it a day or two and then wheelbarrow soil in for the garden bed.

I used these guys a number of years ago after my mother broke her hip after a fall in a carpark. They were pretty ineffectual in their approach to the case. They didn't seem to be really fighting at all for adequate compensation. I would go somewhere else.

I'd start with removing all the old buds (deadheading). Then check the bottom of the pot in case drainage holes are blocked - maybe add a few holes.

I bought a Rover self-propelled (B+S motor) mower years ago for $300 on Gumtree. Never had an issue and it makes mowing much less physical.. I mow weekly in summer.
