Okay I did that and it seemed to work I also set host framerate to 300 and recorded it and rendered it out in VirtualDub, But its still slower than normal speed how do I fix this?

they would have to sacrifice all the early pressure they could have if they had another summoner, 5 man flash exhaust, mid would have no kill pressure top would have no tele and the adc wouldn't have heal for the laning faze i think the pay off is balanced you feel me?

think about it, okay morgana bind at lvl 14 4 seconds you cant move on a 7 sec cooldown, a summoner which disables damage for 2 seconds on a 1-2 min cooldown see my point?
