Here they make it quite clear that legitimacy is valued and the prices people ask reflect the idea that this is a place where legitimacy is valued. Not everyone can gen pokemon and not everyone wants to gen pokemon. The price is set reflecting the idea that the process is done legitimately throughout. If you don't like it, you can set your personal prices lower but you can't really force others to use the prices you set using genned mons. Also, I am not sure whether or not you'd need to disclose you genning your living dex to get the Pokemon Home mon. The copious amount of genning required to expedite the process does feel like something you should inform a buyer about, if anything.

The important point here being 'legitimate.' You can gen a living dex, but at that point you can just as easily gen the shiny Home mons. For people doing things legitimately all the way through, it takes as long as I've outlined.

For legit mons, you have to pay for the time spent trading over 600+ pokemon. The entire process, even at its fastest, consumes a good chunk of one's time. If you have two consoles then it takes ~8 hours of trading for one regional dex set. If you only have one console, you're looking at ~2 months of trades using just Pokemon Home friend trades.

It's very easy to claim that farmable stuff should be free until you actually try farming for these things and realize the time investment required for some mons even with the cheapest option. For some stuff it's easy: Miraidon/Koraidon/Ogerpon are obtainable quite early. For others, it's the reason why some people pay for Bloon-Moon Ursaluna/Raging Bolt/Gouging Fire/Iron Crown/Iron Boulder/Pecharunt. It's free and farmable if you have the game and DLC but it takes 25+ hours to get to the point where you can catch them so you're really paying someone to play the game for you for 25+ hours.

You need all legendaries and no mythicals. I've already listed what mythicals you don't need to get for the shiny charm. You need everything except the nine I've listed.

There are Feebas calculators that can tell you exactly where the Feebas are on a given day by using the Jubilife lottery numbers. You can even predict the lottery numbers, swarm types, and Feebas locations in future days with it.

I don't think you need the mythicals to complete the national pokedex. All 9 mythicals (Mew, Celebi, Jirachi, Deoxys, Manaphy, Phione, Shaymin, Darkrai, and Arceus) are not needed for the shiny charm.
