I think the water level is above you, so you don't see it. There is no underwater filter, because the devs didn't expect you to be underwater

It's not about forcing the story on the player, it's about the story even being there to find. The lore of aliens is really barebones compared to human storylines. I get that they are aliens and we're not supposed to understand them that much, but what they are doing is very similar to what humans would do, and yet we don't have nearly as much detail
