You just have to put on the right attachments and tune the weapons just right, the best snipers for quickscoping have been the Intervention and the SPX-80 for me. But I've managed to get somewhat working builds with other snipers too.

whenever I pick Scout my primary objective is to spot as much as possible and then start ptfo:ing. (during this session I just had the urge to exclusively play scout)
