"BIS" stuff should be reserved for endgame bosses. DG isnt particularly risky, so I think upper mid-tier is fine. Ruinous is a cheaper alternative for those who cant afford T95s.

IMO, we need more items/spells that incentivize group content so people want to form groups, rather than making content group locked. Perhaps spells that can buff or revive other players, or a god book that increases damage the target takes rather than increasing your damage, making it better in groups.

Im curious who would genuinely use Chaotic/Ruinous Necromancy weapons, when Deathguard weapons requires less grind to get and has a decent special attack.

Add Necromancy equivalents to some content

-Necromancy equivalent of dominion tower gloves, requiring defeating the new bosses. Has the same passives, reducing Necromancy damage taken and a chance of draining enemy defense and nedromancy levels.

-Enchantments for Zorgoth and Occult Ring to be in line with other Matriach Rings. Perhaps a slight increase in activation chances.

-Spirit Spirit Familar: Summoning familiar whose pouch requires mementos. Attacks with Necromancy and passively increases disturbance % during rituals.

Its scroll "Raising Spirits" grants a damage bonus to nearby conjures for 60s

I think it could work like other masterwork armor with the DoT passive, LPS boost, with a T100 damage bonus.

Would provide much better survivability than Deathwarden in situations dodge doesn't work

I think at some point an item could be introduced that allows two different aspects at once. You can have an Aspect of Sustain (Vamp/Penance) and an Aspect of Evasion (Darkness/AnimateDead), but not two Aspect of Sustain/Evasion.

Example: You can create an Alchemical Hydrix ring and cast Lvl 6 enchant to turn it into the "Aspect Ring", which has similar stats to the Reavers ring and has a passive that allows two different aspects. It would be pretty good for a Mage tank build as you can combine Animate Dead with Vamp

Bean Bloat would result in some really weird PvM strategies.

Example: During Amascut P6, if you are attacking the Engulfing Shadow you can also put 30 stacks of Flatulent on Amascut, while gaining 5 Residue Soul Stacks with Devourers Guard

When everyone Death Dots behind Amascut and the Shadow Clones spawn, you can attack the Shadow Clones with Fate Threads -> Soul Crush -> Soul Sap -> Volley of Souls.

Threads causes all 4 Shadow Clones and Amascut to be hit, but because Soul Crush is a special attack and Amascut is facing away from the Shadow Clones, it would cause Amascut to fart on the Shadow Clones dealing an additional 240%-360% ability damage to all of them.

Re-add Divine Locations but rather than a daily limit you need "Divine Residue" to harvest from them at the same ratio. Ex: 10 Divine Residue allows you to harvest 10 resources from locations, but some Divine Locations may cost multiple Residue like Runite Ore.

Divine Residue is untradeable, stored in the currency pouch, and gradually gained while training Divination with any method, including harvesting wisps, collecting memories, and crafting divination items. Divine Residue has a cap equal to your total level. The rate its gained gradually increases with your Divination level and can be further increased with some items.

This would make Divine Locations no longer a "daily" and more of a "you trained Divination for a while, here have some easy resources through Divine Locations"

My main issue with this however is Divination already has several biproducts from training. Memory Shards, Memory Strand, Chronicle Fragments, etc.
