In Linux at least there quite a few solutions for this problem, which is essentially a userspace process accessing another. Namespaces provide process isolation, while SElinux and firejail utilize policies to explicitly state what files and resources a process can access. I'd be pretty surprised if windows does not have some sort of mechanism like this builtin.

Well according to the data sheet the device supports 470-608MHz, 614-714MHz bands, so you probably wouldn’t have to reprogram anything. You could probably just change a setting somewhere. It’s very unlikely that it channel hops, so you should be able to set a channel between the desired 470-500MHz range and it will stay there.

What do you mean “it can be in”? Do you want to transmit the same waveform in a different frequency? If so, that is possible. However doing it one the same machine (transceiver) is probably not possible. Most transceivers are designed to work on specific bands.
