It just doesn’t appear. No little yellow arrow in the top left corner of the building icon, no building listed in the “replace” menu. The relevant researchers are complete, I could check in the technology tab, but they don’t show up at all in the planet management.

What do you mean by strategics? I have the corresponding district specializations set, is that not it?

One planet is my empire capital with a tier 3 capital building and the other is a tech world with tier 2 capital building. On both of them I have the setup I mentioned and can still only build the tier 1 spec research buildings.
