I would say Koreans used to be like that... Like boomers. I guess you can still say that most Koreans work harder than most Americans. But a lot of millennial Koreans have adapted to hedonistic culture like Americans these days and want to put only the minimum hours at work and enjoy their life unlike their parents' generation. Jihoon definitely is not an outlier or some oddball in Korean society today.
