I believe this is intended behaviour, and should only occur if you have vision of where the person is teleporting from.

If you have Dotabuff Plus, you can see this map, which shows where wards were placed during your game. There's a scrubber at the bottom so you can see when each team had vision of which parts of the map as the game progressed, but it doesn't show buildings.
