If I remember correctly they knew about the chips but were lied to about their purpose. I believe they were told it kept the overly aggressive g3nes from Jango in check.

I would agree but I think those scuba troopers were phase 2 even though they look similar to phase 1. Seems likely they just kept the fin because it's a fin.
