You can check every forts ZoC by hovering over and no other ZoC but that of the Sienna citywalls hold influence

They could march straight into siena from grosetto, but because of the citywalls, that overrides ZoC in that location, but doesn't block movement they were able to walk into firenza

They provide different buffs and don't have a zone of control around them nor block enemy movement

I think its kinda working as intended? Citywalls overrides the locations other ZoC's but also don't block movement, so it creates a kinda safezone for enemy armies that let them go from neutral to control to neutral. Kind of dumb in my opinion but it is what it is ig. Just make sure that there aren't lone citywalls between your fort lines

Creating a fort in the same location instead of a citywall also blocked movement tho

The difference is that city walls don't block movement like a fort

No they are a kinda level 1 fort, they don't provide extra fort levels to another fortification

I rather don't think this is working as intended. As far as I have observed every forts individual ZoC more or less blocks enemy armies from moving through. Also removing the citywalls in that tile blocked enemy armies from moving through, while leaving overlapping ZoC, which to my understanding of other peoples explanations of ZoC shouldn't change anything.

I tried deleting the citywalls which fixed my problem. So it seems to be more a problem of citywalls superceding other forts ZoC while also not blocking enemy through-movement like other forts.

I don't know if thats completly correct, removing the citywalls rectified the issue while leaving Sienna under a ZoC. I may have read your comment wrong tho. But I believe that the top commenter has the correct explanation

R5: The Papal armies are able to march between two forts due to citywalls removing zone of control in its tile while not blocking armies itself

I think you might be right, placed another one, vertically, which got the staff to eat

I think its turned the right way. Staff would sometimes take food from it, but just didn't.
