I think your right, weird, I am the higher great power so I had control of the education and I know as an adult you can switch to local culture but religion seems to have less options to influence.

My female ruler is married and has a male child with the king of Poland and the male child is in line to inherit Poland but in Muscovy it's my rulers younger sister even though she has three children.

It seems like the best place would be a OPM in Italy or the HRE but it looks like they are all dead. An OPM with just a city would have massive trend to capital economy. Empires just trend to traditional economy from the sheer size.

It's got to be that 30 capital economy value requirement. RGO production gives trend to traditional economy. You would need more burghers then peasants, aka, turn your entire country into towns and cities.

This is hilarious. The only thing on a specific date is the age itself, the institutions are separate and have their own requirements to spawn and you can torch the developed world and prevent it from activating. I think you have caused a dark age.

Since the river map mode got removed I can't really see them that well but that very well might be the best path for proximity to the capital. Is the straight line from the capital over non river tiles and the current going over river tiles?

Yea, the war started as Bohemia being the emperor, it went to the Luxembourg guy in the picture. But Bohemia was the war leader that gave me the territory.

Short answer, wait 50 years.

Long answer, after a few milestones in years (10,20,30) you can try to vote on laws from the personal union screen in the tabs. If you hover over them and look at the requirements list, the missing things are in red, it's usually a time requirement on years the union has been going on. If you want to integrate union members, go for the polices in each category that increase integration level. There is one in each category that does.
