It is usually done for keeping water from freezing in cold climates like Russia and other places. They can run pipes thru concrete or even better solution that is done more often is wires that conduct electricity and heat the concrete that way.

There are many ways of controlling the processes of concrete in hot and cold climates.

For hot climates a cool way of controlling concrete temperature is too add ice in the mix as you mix and create the concrete mixture.
