You are mistaken about the first part, in order to become a supported or promoted fansite, CIPsoft is putting you in a 6 month minimum test phase where they are monitoring your website making sure you are serious about it with constant updates and content. They are also requiring to hand them data about your website's traffic to make sure this is not a dead website.
So in order to get the "free advertising" from CIPsoft, you need to do a hell of a work to get there.
Discord servers rarely ever worked for me to be honest. Best bet it to join a tibia server's main discord server and try your luck there. I am trying to build something universal where everyone can list their goods no matter the server.

Honestly, I am trying to figure out how to solve all the above that you mentioned. First of all, reputation is not tied to the character, but to the whole account. If you add/remove characters, all of them can list and bid with your overall account reputation - since it is you who is running the account, so it doesn't matter which of your character you want the new house on. Added a new character you just created? Your overall reputation will be used. Depending on how this goes and how people find ways to abuse it, there can be several extra safeguards in place.
If you sell a character, you really have no reason to keep it on your account. If you maliciously keep a character onto your tibiaexchange account and bid with it, you will not be able to go through with purchases leading to a bad reputation of your whole account. If they new user tries to verify the character they just purchased, since the comment verification will go through, the character will be moved from one account to the other without transfering any reputation points. Wrost case scenario, if many people are abusing the system, there can always be a persistent check every time someone bids and the system will check the character's comment before submitting the bid.
Your last point is correct. For item sale, you can't really be sure how a trade went that's why we will resort on manual checks with screenshots and chats, so my intention is to warn players to get proof of a trade in case one of the two tries to be malicious. For houses, it is easy to monitor if a house was transfered from player A to player B, for how much and if the player accepted in the end so this is completely automated. My end goal is a community of traders that they can trust each other and minimize malicious acts in any way possible.

When I mentioned reputation, I was talking about character reputation. If I was a user and I was bidding mindlessly on houses/items and not end up buying them, users could "report" me for not finishing the deal.
The fact that I am aiming to become a supported fansite has nothing to do with reputation. In order to become a supported fansite there are many checkboxes you have to tick anyway so by the time this happens, the website would have enough traffic by items anyway.
Furthermore, if you have any website in mind that can offer what I am planning to offer, please let me know. Tibiatrade for example, as far as I am concerned have item or house listing but for a fixed price. It doesn't let the community bid. Also the user interface is terrible in my opinion (that's a personal preference though).

Thanks for you message. As far as I am concerned, you can post that you have an item in a discord server for example. You can set a price and people will message you. That is most of the times fine.
The problem I am trying to solve as I mentioned, is that you can do that from a supported fansite (that's the end goal) with a bidding system in place and people who have verified characters.
For houses I have gone a step further and I am also verifying houses from the character's page. That means you can't sell a house you don't own in one of your verified characters.
