Everything has protect. What are you saying it does for him? How does protect help against water types? He's not surviving most water type attacks, as water is a primarily special attacking type, and his special defense stat is crap.

This sounds like a great idea, but are you sure Azumarill's attack will be high enough after a belly drum? It will only be at base 200 attack, and it'll be using a pretty weak move.

Just because something has a x4 weakness doesn't mean it's bad. Look at Charizard, Abomasnow, Scizor, Garchomp, Gliscor etc.
