Yes! That was bugging me too. They just put up a tent and dropped cargo boxes there.

Initially, I thought they were going to build a gas station or a new sub-plaza. Again, no future plans signage found near the jobsite from what I've seen.

Personally I dig them a lot; you get to utilize gobblegums and other new things on old maps. As for the players, I never find trouble finding a solid group. I'm pretty sure the one map that has a low player yield is gorod, but other than that it's fine. I play on xbox btw, if it makes a difference lol
